For these tests, you want a minimum of 5V, which is what the most common voltage that is required for these purposes. You also want to test the circuit in the daylight to see if there are any fluctuations in the voltage.
A dedicated circuit tester is usually more expensive than a portable tester, and they are much more difficult to use. When choosing your tester, you will want to check to see if the tester comes with a warranty and if it can withstand being used outdoors. Make sure that it will give you the correct indication of what voltage your circuit is above and whether the power supply to the tester is within the recommended range.
